Residential Rentals in Warren
The Town of Warren requires all residential rental units—whether short-term or long-term—to meet minimum safety and zoning standards. These rules apply whether you’re renting a single room, an apartment, an accessory dwelling unit (ADU), or a whole house.

1. Certificate of Occupancy (COO)
All residential rentals must have a valid Certificate of Occupancy on file with the Town.

A COO confirms the rental unit has passed a life safety inspection and is approved for residential use.

COOs for rental units are valid for five (5) years from the date of issue.

Property owners are responsible for scheduling a re-inspection before the certificate expires to maintain legal rental status.
2. Zoning and Use Compliance
Not all properties in Warren are eligible for rental use, especially for:

Short-term rentals (less than 30 days)

Multi-unit properties

Accessory dwellings or converted spaces (garages, basements, etc.)
Owners must verify the zoning district allows the type of rental they intend to offer.
3. Life Safety Requirements
Before a unit can be rented, it must meet the following minimum safety standards:

Two safe means of egress (usually a door and a window)

Safe stairs, railings, decks, and walking surfaces

Functioning heating, plumbing, and electrical systems
