Code Enforcement Inspections
The Town of Warren conducts several types of inspections to ensure that projects are completed safely, in compliance with approved permits, and in accordance with local and state regulations. Below is an overview of the inspections performed by the Code Enforcement Office.
1. Final Building Inspection (All Projects)
A final inspection is required for all permitted construction.
This inspection verifies:

The project was completed according to the approved plans and permit

Required setbacks have been maintained
-
No unsafe or unapproved changes have been made
A project is not considered complete until this inspection has been passed. Building permits are good for two years and must be acted upon within 180 days to be considered active. Extensions can be granted as long as the permit has been acted upon within the initial 180 days.
2. Certificate of Occupancy (New Homes & Mobile/Manufactured Homes)
Before any new dwelling or mobile/manufactured home placement may be occupied, a Certificate of Occupancy (CO) inspection is required.
This inspection ensures that the structure is:

Safe to inhabit

Properly installed
-
Equipped with required life-safety components (smoke/CO alarms, egress, etc.)
A CO must be issued before residents move in.
3. Plumbing Inspections
The Local Plumbing Inspector (LPI) conducts two inspections for interior plumbing installations:

Rough-In Inspection: After plumbing lines are installed but before walls are closed

Final Inspection: After fixtures and appliances are installed and operational
Both inspections must be completed for the plumbing permit to be closed. For new home builds, we often do the final plumbing at the time of the CO inspection, however this is not required. Plumbing permits are good for one year and must be acted upon within 180 days to be considered active. Extensions can be granted as long as the permit has been acted upon within the initial 180 days.
4. Subsurface Wastewater (Septic System) Inspections
For septic system installations, the LPI completes the following inspections as required:

Scarification Inspection: Ensures proper preparation of the disposal field

Elevation Inspection: Confirms system elevations match the approved design

Final Field and Tank Inspection: Verifies that all components (tanks, pipes, field) are installed according to the design and the Maine Subsurface Wastewater Disposal Rules
No system may be covered until all required inspections are approved. Subsurface Wastewater permits are good for one year and must be acted upon within 180 days to be considered active. Extensions can be granted as long as the permit has been acted upon within the initial 180 days.
5. Rental Certificate of Occupancy Inspections
All long-term rental units in Warren require a Rental Certificate of Occupancy, valid for five (5) years.
The inspection confirms that the unit:

Meets basic life-safety and property maintenance standards

Contains required smoke and CO alarms
-
Is safe, sanitary, and fit for occupancy
Certificates must be renewed every five years or when ownership changes.
6. Building Safety Observations (Non-MUBEC Town)
Warren does not perform formal building inspections under the Maine Uniform Building and Energy Code (MUBEC). Maine law does require that all homes are built to according to MUBEC standards but this is not enforced in Warren (i.e. we do not perform the required inspections for foundations, framing, insulation, etc).
However, during any site visit, if the Code Enforcement Officer observes conditions that are clearly unsafe, the Town may require corrections to protect health and safety.
Some examples of unsafe structural issues are:

Split, over-notched, or failing studs

Deck screws in structural connectors

Missing joist hangers or nails
-
Improper headers over openings
-
Unsafe electrical or plumbing routing

Fire separation failures
-
Anything that poses a collapse or life-safety risk
