Planning and Development
Planning and development in Warren is a thoughtful, community-focused process guided by the town’s Comprehensive Plan, zoning ordinances, and state laws. Our goal is to manage growth in a way that protects the character of Warren while supporting economic opportunity, environmental stewardship, and quality of life for all residents.

At the center of this process is the Comprehensive Plan—a document that sets priorities and policies for the town's physical, social, and economic development over the next 10 to 15 years.
Guiding Documents

Warren’s Comprehensive Plan: A long-range policy framework covering land use, housing, transportation, natural resources, municipal services, and more.

Land Use & Zoning Ordinances: Define how land can be used, what types of development are allowed, and what standards must be met.

Subdivision Regulations: Govern how land is divided and developed for residential or commercial purposes.

Shoreland Zoning Ordinances: Provide added protections for land near rivers, streams, wetlands, and other natural resources.
Who Oversees Planning?
Warren’s planning efforts are led by the following:

Town Planner – Coordinates long-term planning, assists developers and residents, and advises town boards on policy and ordinance development.

Code Enforcement Officer (CEO) – Ensures that all building, plumbing, and development projects comply with local and state regulations.

Planning Board – A volunteer citizen board that reviews site plans, subdivision applications, and zoning changes. Holds public hearings and issues approvals or recommendations.

Comprehensive Plan Committee – Periodically reviews and updates the Comprehensive Plan with input from the community.
Development Review Process

Consultation: Prospective applicants are encouraged to meet with the Town Planner and/or Code Enforcement Officer to discuss project requirements.

Application Submission: Development proposals are submitted for review (site plans, subdivisions, shoreland zoning, etc.).

Review & Public Input: Applications are reviewed by staff and the Planning Board. Public notice and hearings are held when required.

Decision: The Planning Board makes a decision based on the application’s consistency with local ordinances, the Comprehensive Plan, and state laws.
