What Is the Comprehensive Plan?

The Comprehensive Plan is a guiding document that outlines a long-term vision for the future growth, development, and preservation of the Town of Warren. It serves as a roadmap for the next 10–15 years, identifying community goals and strategies to help us maintain our rural character, support local businesses, protect natural resources, and plan for future needs in housing, infrastructure, and services.

The plan is developed through input from residents, business owners, and town officials, and reflects our shared priorities and values.

Why Is the Comprehensive Plan Important?

  • Informs Planning and Zoning
The Comprehensive Plan provides the legal and policy foundation for our land use ordinances and zoning regulations. It ensures that decisions about new development, infrastructure investments, and land conservation are made consistently and in alignment with community goals.

  • Supports Grant Funding and State Coordination
A state-recognized plan makes Warren eligible for certain types of grants and funding opportunities. It also allows the town to work more effectively with state agencies on transportation, environmental, and economic development initiatives.

  • Protects What Matters Most
By identifying areas for growth and areas for protection, the plan helps preserve open space, water quality, and the unique character of our village center and rural lands.

  • Encourages Thoughtful Growth
The plan anticipates future changes in population, housing needs, and economic trends. With that foresight, we can accommodate growth in a way that benefits the whole community and avoids costly or haphazard development.

Key Elements of the Comprehensive Plan

  • Land Use and Zoning: Identifies areas for residential, commercial, industrial, and rural uses; informs zoning ordinances.

  • Natural Resources: Recommends policies to protect rivers, forests, wildlife, and scenic views.

  • Housing: Addresses the need for safe, affordable, and diverse housing options for all ages and incomes.

  • Transportation: Outlines improvements to roads, sidewalks, and traffic flow while enhancing safety.

  • Economic Development: Encourages support for small businesses, workforce training, and job opportunities.

  • Public Services and Facilities: Plans for future needs in schools, emergency services, and municipal infrastructure.

  • Recreation and Culture: Supports the development of parks, trails, and community programs.

How It Guides Local Decisions

The Comprehensive Plan does not create new laws, but it sets the stage for them. Planning Board and Select Board decisions on zoning changes, subdivision reviews, and infrastructure projects are all informed by the policies outlined in the plan. It helps ensure that new development aligns with the town’s long-term goals and protects the public interest.

Your Voice Matters
